To be clear, the zip files contain DAT files when you expand them? Or all you’re seeing in your download folder is DAT files? Typically in the instructor resources you will find many different file formats depending on where you plan on importing the test banks or building the tests.
I did a Google search about DAT files and found this information below but I’m not sure it will be that helpful. You can look at the link and check it out. I would love to see your actual zip file or instructor resources test banks so I can answer this better.

I Added your book to my instructor dashboard and don's see DAT files, but I do see many LMS zips. Sorry I can't be of more help with this, but i bet customer support can...:).

If the downloads are specifically for your LMS then they need to be imported into the LMS in order for a test to be created. They aren’t meant for you to open up and view as is. I believe on the training site there is information on how to get this test things into your LMS. Let me see if I can find it but if not your e-learning department should be able to import them for you.
